Digital government tools for LGUs and agencies, implemented securely
A resident asks about a permit on Messenger at 9 p.m. A memo needs three signatures from three offices. A barangay worker records aid where there is no signal. ARA Industries is the implementation partner for Govtbot by Advark and Selya, and we put security and Data Privacy Act controls in from day one.

What ARA Industries does as implementation partner
The software comes from its vendor. We make it work for your office, safely.
Step 1: Scope and readiness
We map the services, offices and data involved, agree goals and owners, and check Data Privacy Act duties early, including a privacy impact assessment where needed.
Step 2: Configure and connect
We set up programs, roles, routing rules and the assistant’s knowledge base, and import existing records with your team.
Step 3: Secure from day one
We review roles and access, MFA or passkeys for staff, audit logging, retention and backup settings, and how personal data is shared.
Step 4: Train and launch
We train staff and administrators, start with a small pilot, and adjust before wider rollout.
Step 5: Support and improve
We stay on as your local contact for support, changes and periodic security reviews.
Protecting citizen data
Citizen registries, IDs and aid records hold personal and sensitive personal information. Under the Data Privacy Act, identifiers issued by government agencies to an individual count as sensitive personal information (RA 10173, Sec. 3(l)(3)).
- Heads of agencies are responsible for securing the sensitive personal information their agency holds (Sec. 22).
- Contractors that access sensitive personal information of 1,000 or more individuals must register their processing systems with the National Privacy Commission (Sec. 24).
- If a breach happens, NPC Circular 16-03 sets a 72-hour window to notify the Commission and affected individuals.
- NPC Circular 2023-06 sets security requirements for personal data in both government and the private sector.
We design rollouts with these duties in mind and work alongside your Data Protection Officer. This is not legal advice.
Frequently asked questions
Are Govtbot and Selya government products?
No. Govtbot is an independent product by Advark, and Selya is an independent product. Both state that they are not affiliated with or endorsed by the Government of the Philippines. ARA Industries is an implementation partner for both.
What does ARA Industries do as implementation partner?
We scope the rollout, configure and connect the platform, set up security and privacy controls, train your staff and support you after launch. The software itself is provided by its vendor.
Can residents use Govtbot in Filipino?
Yes. The Govtbot demo shows the Messenger assistant answering in English and in Filipino, using the knowledge base your LGU provides.
Does the Govtbot staff app work without signal?
According to Advark, the iOS and Android staff app keeps working offline and syncs when the device reconnects. We test this in your pilot areas during rollout.
How is citizen data protected?
Govtbot states that data is stored on Amazon Web Services, encrypted at rest and in transit, with role-based access. Selya states AES-256 encryption at rest, TLS in transit, an audit trail, and passkeys with 2FA. As implementation partner we review the configuration against the Data Privacy Act and your own policies before launch.
Are the figures in the videos real results?
No. The videos use demo tenants with sample data, such as “Demo City, Isabela”. They show how the software works, not results from a real LGU or agency.
